Division earns national acclaim from civic technology nonprofit Code for America for user platform, “sets new standard” for public service.
(DENVER) – Colorado’s Family and Medical Leave Insurance (FAMLI) program has been named the nation’s 2025 Government Changemaker by Code for America, the nation’s leading civic technology nonprofit. This prestigious award honors FAMLI for its transformative work in streamlining access to paid family and medical leave for Coloradans through its innovative user portal, My FAMLI+.
The annual recognition celebrates individuals or organizations that use human-centered design to improve their community’s quality of life. In their award announcement, Code for America cites My FAMLI+ for “rethinking paid leave processes around user needs instead of governmental requirements,” and setting “a new standard” in public service. Code for America also cited My FAMLI+’s ease-of-use, as well as its reduction of workload for businesses. Data highlighted by Code for America included:
- 97% of FAMLI claims are filed online, with 60% of those coming through mobile phones
- Claims take only 12 minutes to complete on average
- 47% of claims are auto-adjudicated
By integrating user feedback, simplifying workflows, and prioritizing accessibility, the My FAMLI+ platform ensures that workers in every county can access leave benefits without barriers. FAMLI’s recognition establishes Colorado at the forefront of government innovation – and how Colorado is protecting the rights of workers, the prosperity of business, and the value of family all at once.
“My FAMLI+ was built to put Coloradans first,” said Tracy Marshall, Director of the FAMLI Division. “From day one, our goal was to build a common-sense experience that meets workers and employers where they are. This award is a testament to the culture of care FAMLI puts into public service.”
The Division has also built two platforms to support the Colorado business community. In addition to My FAMLI+, the Division runs My FAMLI+ Employer, which helps businesses report wages, coordinate FAMLI leave with other benefits their employees may be eligible for, and understand premium requirements in simple terms. FAMLI is also the first program to launch an online portal dedicated to health care providers within their state’s paid family and medical leave program. This platform enables providers to certify their patients' health conditions without the burden of passing around paperwork – making medical leave that much simpler for everyone.
“Workers and employers deserve agile and equitable tools when facing significant events,” said Naim Razzak, Director of Innovation and Technology at the FAMLI Division. “So we designed technology that delivers this and more.”

About the Family and Medical Leave Insurance (FAMLI) Division
The Division of Family and Medical Leave Insurance ensures nearly all Colorado workers have access to paid leave in order to take care of themselves or their family during life circumstances that pull them away from their jobs — like growing their family; taking care of a loved one with a serious health condition; preparing for a military deployment; or attending to their needs if they or a family member have experienced domestic violence, stalking, abuse or sexual assault. The program was enacted by Colorado voters during the 2020 election. FAMLI is a social insurance program funded through premiums paid by both employers and employees. Premium collection began in January 2023, and benefit payments became available to workers in January 2024. Learn more at famli.colorado.gov.
